Business Unit Overview 

This is an exciting opportunity within the Government and Public Sector Business Unit to work with its Legal and Transformation Management Consulting teams, where you will play a key role in leading and delivering national transformation projects across multiple sectors in the Middle East. We focus on helping solve client problems by offering both strategic and operational expertise.

Responsibilities: 

As a Senior Manager or Director, you'll work as part of a team of problem solvers, helping resolve complex business issues from strategy to execution. PwC Professional skills and responsibilities for this management level include, but are not limited to:

  • Provide consulting services to our Government and Public Sector clients in the Middle East, including strategy development, contract evaluation, and process management. 

  • Develop relationships with new and existing clients through working closely with their teams to identify their needs and connecting them with the relevant teams for support.

  • Lead a team of consultants to deliver projects with focus on regulatory transformation, public policy, public entity structuring and restructuring, public strategy and policy implementation. 

  • Lead and deliver large, complex client engagements that identify, design, and implement creative solutions for Public Sector entities with focus on public policy analysis and development, regulatory transformation, public and government entities structuring and restructuring, legal departments transformation, legislative benchmarking and development based on best practices. Implement and oversee the quality of deliverables, effectively manage the functional and technical team, support functional tracks of the transformation and relationships to ensure exceptional performance.  

  • Conduct project management activities to ensure timely delivery of projects against quality and cost

  • Manage and participate in the development and presentation of business development activities such as developing quality business proposals for opportunities, overseeing the process of responding to public bids for consulting work, and drafting thought leaderships or other capital content creation


 

Requirements

  • Proven experience in a Consulting environment working closely with public sector clients. 

  • Experience in the overall public policy development cycle, to cover design, development, analysis and implementation, and evaluation.

  • Experience in regulatory transformation and public entities structures and frameworks (including but not limited to laws and regulations).

  • Proven ability to engage with various stakeholders such as industry experts, leads, policy makers, and other stakeholder networks to support in the policy development process 

  • Proven ability to manage and lead projects and teams. 

  • Experience in the Middle East region is an asset. Knowledge of the KSA market is preferrable. 

  • Excellent communication skills (both verbal and written) in English AND Arabic

  • Education: Bachelor’s degree in a relevant major (such as public policy, law, political science) or other related field, with a preference for a relevant Masters degree

  • Years of Experience: Minimum 7-10 years of experience, 3 of which are in a Consulting firm in the Middle East. 
  • Experience in leading projects and teams in a multidisciplinary structure. 
  • Identify project objectives, policies, procedures and performance standards.

  • Evaluate project outcomes in terms of quality, consistency, accuracy, overall value, completion dates and provider performance.

  • Ensure that recording and maintaining a project database containing all related information, (data, documents, reports etc.) takes place.
