Business Unit Overview

How You’ll Contribute

Shape Smart City & Municipal Digital Strategies

• Lead the development of smart city, municipal, housing, and real estate digital strategies aligned with national priorities.
• Define multi-year digital roadmaps, governance models, and data frameworks enabling integrated, citizen-centric ecosystems.
• Translate global best practices into regionally relevant, actionable transformation programs.

Drive Real Estate & Municipality Transformation

• Design and oversee digital transformation initiatives across municipal services, housing programs, and real estate portfolios.
• Enable interoperability across urban platforms, municipal systems, and property ecosystems.
• Advise on leveraging emerging technologies (IoT, digital twins, AI, geospatial platforms) to enhance service delivery and asset performance.

Lead Large-Scale Program Delivery & Governance

• Lead end-to-end delivery of complex, multi-stakeholder transformation programs.
• Establish governance structures, operating models, and performance frameworks ensuring accountability and measurable impact.
• Act as a trusted advisor to senior executives, translating strategy into execution.

Advance Innovation & Practice Growth

• Drive innovation use cases that improve resident, tenant, and visitor experiences.
• Contribute to thought leadership and strengthen PwC’s Smart Cities and Real Estate Digital practice.
• Mentor teams and support business development initiatives across the region.

What You’ll Bring

Education & Qualifications

• Bachelor’s degree in Engineering, Urban Planning, Computer Science, Information Systems, Public Administration, or a related field.
• Master’s degree in Digital Transformation, Urban Innovation, Smart Cities, Housing/Real Estate Development, or related discipline preferred.
• Professional certifications such as PMP, Prince2, TOGAF, ITIL, or credentials in Digital Strategy and Emerging Technologies are advantageous.
• Fluency in English is essential; Arabic proficiency is highly desirable.

Experience

• 10–12+ years of experience in management consulting or strategic advisory roles.
• Minimum 5+ years focused on smart cities, municipal digital transformation, housing programs, or real estate digital strategy.
• Proven experience advising governments, city authorities, and major developers on smart city strategies and digital masterplans.
• Demonstrated leadership delivering large-scale digital platforms, municipal systems, urban data ecosystems, or integrated smart city solutions.
• Hands-on experience with smart city operating systems, municipal platforms, or district-level digital infrastructure.
• Strong knowledge of international smart city and municipal frameworks, with the ability to localize for regional contexts.
